The goals of the proposed Downtown Mixed-Use Development Code are to:

• Establish a flexible regulatory framework that accommodates a broad mix of uses
  within Downtown
• Establish a set of user-friendly design standards that promote Downtown development while ensuring that the quality and character is compatible with Downtown's historic resources
• Accommodate small-scale infill and redevelopment of historic neighborhoods surrounding Downtown while ensuring preservation of neighborhood character
• Establish a streamlined development process and other incentives to encourage infill and redevelopment activities Downtown.
